Start-up Funding for Horizon Europe for German coordinators

Federal Ministry of Research , Technology and Space (BMFTR) supports German coordinators in extending their European networks and in preparing of project proposals in Pillar II of "Horizon Europe".

  1. HAW-EuropaNetzwerke: only for universities of applied sciences
  2. Start-up funding specifically for Cluster 3 (security research)

 

HAW-EuropaNetzwerke

  • Funding objective: The programme HAW-EuropaNetzwerke supports cooperation of UASs with international research partners in order to develop topic-specific project proposals for European funding programs and to submit them successfully. These include, for example, the EU Framework Program for Research and Innovation Horizon Europe and its successor program from 2028, as well as comparable European programs (e.g., LIFE, EU4Health, Digital Europe) or Eureka instruments.

  • Funding recipients: Universities of applied sciences (UAS)
  • Deadlines: continuous application submission until June 30, 2029
  • one-stage process, full proposal
  • Project duration: max. 12 months (as the measure also serves to promote networking, funding does not necessarily end with the submission of the application)
  • Funding amount: max. €75,000 (excluding project lump sum)
  •  Maximum of 3 projects running simultaneously per HAW

Start-up Funding Cluster 3 "Civil Security for Society"

  • Funding objective: The funding guideline „Wege zur Innovation – Unterstützung zukünftiger Antragsteller in der europäischen Sicherheitsforschung" is intended to help create incentives at an early stage for universities, research and scientific institutions, authorities and organizations with security tasks (BOS) and other users in the field of civil security research and SMEs in the commercial sector to participate in calls from Cluster 3 in Horizon Europe to accomplish.
  • Cut-off dates for project drafts (max. 10 pages):
    24. October 2025 (for an application 2026),;
    13. May 2026 (for an application 2027)
  • Funding: 100% für Universities (max. 120.000 Euro)
